AGENCY RECOMMENDATION AND FISCAL SUMMARY

Administrative professional salaries at WSU have fallen far below market levels.  Recruiting and retaining these crucial employees (also sometimes referred to as “exempt” employees, has become problematic.  These highly skilled and experienced employees have employment options both within WSU classified positions and outside that would pay them more for the same or less responsibility and duties. WSU joins with the state’s other public four-year institutions to request 3.0% funding for a salary pool to address pay inequities for administrative professional employees.  The increase would be effective July 1, 2008.

NARRATIVE JUSTIFICATION AND IMPACT STATEMENT

Why is this request an urgent need?

An existing salary problem for administrative professional employees became more acute in 2007.  Recognizing that salaries for higher education employees in Washington had fallen behind the marketplace, the 2007 Legislature addressed the issue for some employees -- but not for A/P employees.   For bargaining unit and civil service employees the state funded special salary increases for an additional salary step, for agency request specific job classes, for class consolidation adjustments and for salary survey adjustments. At WSU these special increases averaged 4.4% for bargaining unit and civil service employees.

 

Administrative professional employees did not receive these special increases. WSU salaries for many A/P positions, which were already low, now lag salaries paid for similar positions that are part of the civil service system. The salaries of administrative professionals are often less than the salaries of civil service positions they supervise. It is an inequity we must address quickly. 

Listed below are the increases funded in 2007 for certain bargaining unit and civil service employees but not for administrative/professional employees:

·        Additional Step: An additional 2.5% step (L) was funded on the salary grid and provided to those who have been at Step K for at least one year.

·        Agency Request: Increases for specific job classes were provided corresponding to those provided in collective bargaining agreements negotiated by the Governor.

·        Class consolidation: Increases for specific job classes were provided corresponding to those provided in collective bargaining agreements negotiated by the Governor.

·        Salary Survey: Funding was provided for state employees who lag more than 25 percent below market rates in the 2006 Department of Personnel salary survey.

·        Shift Differentials: Shift differentials increased $.10/hour in FY08 and an additional $.05/hour in FY09.
